Summary/Abstract: The development of local government units is a complex process that must be considered not only to the institution, but also to the region. This development is conditioned by a number of external and internal factors, and one of the most important is the development of human resources which requires “proper” implementation of the HRM. Empirical studies of Polish administration show that there are lots of organization in which the status of the personnel function is unsatisfactory. This problem is noticed by external stakeholders and by employees. The shortcomings of public administration connected with HRM are also seen as the results of empirical research conducted within the project “System support management processes in local government”. The aim of the paper is to demonstrate that development of HRM is one of the preconditions for the development of public administration. The goal was achieved by reference to the literature and the results of empirical research. The first part of the paper presents the idea of the development of local government units. The second section focuses on the arguments proving the need to improve HRM in public administration. The next step was to show the results of empirical research conducted by the Faculty of Management (University of Lodz) within the project “System support management processes in local government”.
