Summary/Abstract: Purpose of Article. The research is related to the analysis of public information and communication centers activities as mediators which provide feedback between civil society and the state. The communicative component of their information interaction requires new approaches to identifying qualitative transformations of technological data exchange systems for expanding access to information resources of government structures. The methodology of the study is to apply the method of system analysis, as well as the sociocommunicative and structural-functional approaches, which allowed to define the communicative aspects of the concept “openness of authorities” and to explore the specifics of the resource and service interchange between government and society through the network of public information centers.
