Summary/Abstract: Developed capitalistic economy could not exist without employing foreign work forces. The preliminary policy of such capitalistic economies was to select the minimal number of foreign workers necessary for optimal functioning of their economy, with anything below this level serving as a disturbance to the functioning of the economical mechanism.
