Summary/Abstract: The paper is concerned with sanctions as international instrument for stopping the social development. Author explores Yugoslav and Serbian experience during the period 1992-1995. The key point is that sanctions are based the external cause of undevelopment FR Yugoslavia. In the first part of the article are considered reason for impose sanctions against FR Yugoslavia 1992. Analyse shows that facts and riht reasons were in the function of the international project of creation of new states on Balkan. During that process democratic political will of peoples in the former Yugoslavia were not equaly respected. The elaboration contains political abusement of widely used word “aggresion”. In the second part author considers institution of sanctions as “outside wall” as well as continual threatening with new sanctions from “international community”. Their goals are seen as desirable internal policy changes. Author concludes analysis b\ linking “stagnation of social development” with contemporary' process of desovereignty of small states.
