Summary/Abstract: Administration is one of the most important services of a modern society. The overall society development, the intensity of transition, social reforms and the integration of the country into the modern European and world processes significantly depends on the level of transformation and proper functioning of the administrative system. This article is about most important results of the preliminary functional analysis of the Executive Council of Vojvodina (ECV), its organs (provincial secretariats) and bureaus. The research task has been realized by performing the analysis of jurisdictions, functions and primary activities of the organs of the ECV, the state of their subordination, coordination, communication and mutual notification. The preliminary analysis clearly shows that the main functional problem of the ECV is the lack of jurisdiction, especially in the constitutional, legislative, financial and political spheres, as well as the division of jurisdictions among the provincial secretariats.
