A RESEARCH ON INTELLECTUAL AND LEGAL DEVELOPMENT OF THE CONCEPT OF PROTECTION AT THE INTERNATIONAL AND NATIONAL LEVEL

Summary/Abstract: At the core of the first concept of protection in history is the desire of the survivors to recall, remember and remind them. In the beginning of the 20th century, the studies on the protection of natural and cultural assets in Europe led to the questioning of conservation-development methods. As a result of the change of conservation-development strategies over time, the formation of the perception of "Cultural Heritage" has led to the development of protection-development strategies in international platforms. The understanding of the concept of cultural and world heritage has changed and improved over time with the aim of reaching the common denominator in national and international platforms in the legal regulation on the protection of natural and cultural heritage. In Turkey, the first efforts to protect natural and cultural assets started with the Asar-ı Atika Regulations, which were arranged during the Ottoman Empire period. It was aimed to prevent the smuggling of historical artifacts by means of these legal arrangements made on movable works. From the movable works to the present day, the legal arrangements have taken its final form. In this study, the intellectual and legal development of the concept of protection in international and national fields has been evaluated.
