Summary/Abstract: Local Polish councils in Belarus, organized in early 1917, transformed into national Polish councils of Belarusian lands and Livonia. Their leaders, including M. Obiezierski, appealed to the Polish government and the Polish delegation for the Paris peace conference in 1919 to incorporate entire Belarus into Poland or to create an independent state in the Belarusian lands, closely allied to Poland. They published books and wrote memorials to bring round Polish and European leaders. The national Polish councils cooperated with the Belarusian government in exile headed by W. Lastowski. They insisted that Belarus should be an independent republic. Both Polish and Belarusian projects were utopias. The Soviet and Polish leaders had already reached an agreement to divide the Belarusian territories. According to Belarusian Poles, it was a failure of Poland’s foreign policy.
