Summary/Abstract: In the introduction to his text the author analyses the achievements and dilemas of the preparatory conference on European Security Conference in Helsinski. The author also analyses the attitudes of several participating countries, stressing their readiness to undertake the preparations for an eventual full-fledged conference. On the basis of the corresponding documents the author enlightens the agenda: European security, the cooperation on the field of trade, technology and science, the problems concerning ecology, the cooperation on the field of humanitarism and the establishing of European security and cooperation. The fine prospect in finding the solutions that would satisfy both sides is to be seen in all four items of the agenda, and in spite of the fact that in some of the fields (the problem of security) exist very controversial viewpoints concerning the character, significance and validity of the future solutions, it is reasonable to assume that the basic agreement concerning the definition of the agenda is achieved. On the other side, the prospect of achieving the mutual viewpoint concerning the problems of cooperation on the field of economy, technology and science as well as that concerning the problems of the environment (ecology) is far better. Having presented the results of the preparatory conference in Helsinki the author points out that the meeting has finished a great deal of work. The meeting of the diplomatic delegates showed what are the central political viewpoints of various countries, in which items they are not ready to resign and which elements can still be solved on the basis of consensus. It is of the great importance, said the author in the conclusion of the text, that the countries, the full members of the meeting, did their best in assuming the position of independent and sovereign countries, and this resulted in the fact that all the decisions were made according to consensus and on the basis of the principle of the rotatation of functions.
