RESOLVING THE BUDGETARY BALANCE ISSUE

Summary/Abstract: The author points, out the importance the problem of budgetary balance has for the finances of several countries. He considers that the appearance of cyclic budgets, with their postponement of balancing the budgets, did not contributed so much to the avoidance of undesirable economic consequences. To this end the author criticizes the institution of the equalization funds, which showed their positive results but in very restricted measure.By expounding the conception of the American financial theory and practice on an automatic stabilization of budgetary balance, the author expresses his doubt in its success, for he finds that the reduction of the taxes which is done in America will not bring along to a balance.The author criticizes the attitude according to vhich the budgetary balance is connected with the budgetary deficit and he is considering them as two different conceptions. Such a connection, in the opinion of the author, had for consequence that the budgetary balance is even today considered rather from a book-keeping point of view than from the economic one. Because of the economic aspect of the buldgetary balance being neglected it is remaining static. Its statics is emerging from the fact that in occasion of the execution of the budget people does not reckon, or they reckon very little with the possibility of a change of economic conditions. By distinguishing the structural born the conjectural budgetary deficit, the author, examines the causes, of both of them, especially in the western countries, and particularly in France. As to the measures that are today applied in the world for the avoidance of structural deficit the author finds that they are few and inadequately efficacious. To prove this the author analyses the reduction of the expenses which is done within the limits of the annual budget for paralysing of the structural budgetary deficitary, througt the position taken by some of the western author's, he is considering the negative influence of such a reduction on the economic movement in the country, and firstly on the reduction of national income.The author himself draws a conclusion that the key for avoiding of a budgetary deficit. It’s not in the reduction of budgetary expenses and that the budgetary balance is in substance relative one, so that a pattern for avoiding of a budgetary unbalance may be found only an a general economic equilibrium.
