Summary/Abstract: The migration of the skilled persons, known as brain drain, is an important component of the migration phenomenon, having a multitude of implications which raise numerous discussions both at the theoretical and practical level. The whole phenomenon, with its multiple consequences, is tributary to globalization, which operates as a driving force and an augmentative ingredient. In fact, globalization is both cause and consequence of international migration. A quick overview of this subject has to focus first on the analysis of the forces that put it into movement, the amplitude of the migration phenomenon and its preferred destinations. Once this theoretical framework is set, the broad picture will be completed with the presentation of the policies in the respective field. Taking into account the fact that the premises differ in the case of the developed countries compared to the case of the developing countries it is only natural for the legislative, economic and social framework to differ. Thus, the policies will be directed towards enhancing the positive effects and limiting the negative ones. In the case of Romania, drain brain has a profound negative impact upon the Romanian economy and society, especially in the current socio-economic context.
