Summary/Abstract: The new Chinese diplomacy wants to forge at the international level a much more calm and favorable perception of the rising power of China, and the public diplomacy is well-known as being one of the most effective ways to promote a country’s soft power. China went further and announced a wider concept, called “ruan shili”, which includes culture, diplomacy, taking part in multinational organisations, economic activities abroad and especially using the gravitational attraction of People Republic of China’s huge national economy
