Summary/Abstract: The name of Jossif Kovatchev is mainly linked with the development of the Bulgarian pedagogic science. He was born in 1839 in Shtip. studied in the SpiritualSeminary of Belgrade, and afterwards in the University of Kiev, speaks sevenlanguages. In the 70-ies of the 19 th century, he publishes a project of a modelBulgarian literary language aiming the balance of the dialectic elements.
