ABOUT SOME SOCIAL FACTORS OF BANK RISKS IN RUSSIA

Summary/Abstract: The analyses of scientific publications, Basel Comity recommendations, bank of Russia normative documents shows, that both scientific community and regulators believe the finance risks, as the main risks of banks activity. This point of view is put under question in this article. On the basis of analyzing of bank statistic, decisions of Bank of Russia on recall of bank licenses, other sources of information have made the conclusion on priority of human factor, especially the responsibility of founders and rulers in rising of bank risks and bringing it to recall of bank license. So it is necessary to strengthen legislative requirements and regulators require to founders and heads of commercial banks, to put banks activity under common control.
