Diversification of the development of Eastern Poland poviats and the problem of financial independence

Summary/Abstract: The actions implemented by the county are a combination of mutually related factors. They form a multidimensional space. The basic purpose of the poviats’ activity is to ensure the best conditions for the functioning of the local community. The position of local government requires care for the financial situation. The aim of the article is to analyze the diversification of financial independence in the context of spatial disproportions in the level of development of poviats of Eastern Poland using a synthetic measure. The analyzes were carried out in the system of 87 poviats land of Eastern Poland. As the source material, data from the Local Data Base of the Central Statistical Office (for 2008 and 2016) were used. The potential of poviats is assessed through the prism of component potentials: financial, economic and infrastructural. The results of research may suggest an important role of spatial location factors, such as location in the zone of direct impact of larger cities. The best poviats were skarżyski, stalowowolski, ostrowiecki (w 2008 r.) oraz rzeszowski, skarżyski, stalowowolski (w 2016). The poorest poviats are chełmski, kazimierski and zamojski. The index value varied in the ranges of 0.23–0.38 in 2008 and 0.25–0.39 in 2016 for Si and 0.67–0.84 in 2008 and 0, 66–0.81 in 2016 for OEit.
