Summary/Abstract: In 1999, the British government published its programme declaration called the White Paper on "Modernising Government", which was the starting point for launching the radical and far-reaching reform in the system of local government. In this paper; the author has briefly illustrated the history of the English local government, as some of the customs are still in use. The author has considered the specific features of the English local government system, starting from the legal sources relevant to this area, the basic units of local government and the structure of local administration authorities, including the municipal services and relationship with the central government authorities, and ending with the latest changes enacted in the Local Government Act 2000. As further modernization of the Serbian local government will take place after the adoption of the forthcoming constitutional changes, it is necessary to take into consideration the practical experiences of other countries in order to find the best solutions and methodology to help the local government authorities provide the services which the citizens will consider modern and indispensable.
