Summary/Abstract: In the last years a huge number of refugees and migrants came into Europe and most of them will remain there. The question is how to integrate them? The paper examines e.g. the principle of voluntary assimilation as this was represented by the countries of immigration during the international codification of human rights. The main conclusion is that international human rights law includes not only non-territorial but territorial human rights, and these provide the key to the solution of the dilemmas of integration.
