Summary/Abstract: The main subject of this article are a few events in the Bulgarian medieval history from the second half of the 9th century. They give grounds to assert that the oldest Slavic country - Bulgaria, very early became part of the common history of Europe. These are the conversion of the Bulgarians and the establishment of the Law of judging people. To meet the requirements arising from the conversion of the Bulgarians in Bulgaria is a need to create a specific legislative act. Based on the title XVII "to punish crimes" of the Byzantine Eclogue in the use of provisions and other title and texts of the Rules of Basil and Theodosian Code in the management of Prince Boris I and Tsar Simeon creating short revision of the Law on judging people - the oldest Bulgarian and Slavic legal monument which largely meet the imperatives that the adoption of the Christian religion requires.
