Summary/Abstract: The creation of a state and state authorities in a society is one of the most significant issues that the science of legal history has always endeavoured to address. The largest problem in these undertakings is the lack of relevant legal and historical sources from a particular period that could be used as evidence on the genesis of a state and establishment of state authorities in a specific society or in specific geographic regions. In an attempt to confirm the creation of a state and state authorities, legal historians have to use the so-called regressive method, by means of which they explore the written historical and legal documents of the states which had already been created at the time. The earliest legal norms contained in the first legal codes provide evidence pertaining to the earliest historical period in the creation of the state authorities, regardless of the fact that these codes were actually adopted at the time when these states had already been established and well-organized. The first bodies of state authority were the courts, which gradually evolved from the earliest courts in tribal communities into the first state bodies of authority.
