Summary/Abstract: Author, from the rich academic work of deceased Professor from Faculty of Law in Niš Slavoljub Popović, distinguished works in which he studied decentralization static and as the most important works identifies two monographs: „The legal position of municipalities and municipal authorities in comparative and Yugoslav law” and „legal problems of regionalism with special review of SR Serbia“. Author then analytically examines Popovic’s definition of decentralization, the way in which he made the distinction between deconcentration and forms that it can have. The author concludes that Slavoljub Popovic devoted little attention to decentralization in the pure form, taking into the consideration the width with which he analyzed other issues, but his works on the subject were written well, have stood the ravages of time and continue to last after his death.
