Summary/Abstract: The consolidation of the European integration process and the comprehensive power-sharing are the basis for an integrated administrative implementation of EU law, articulated in the so-called ‘European Administrative Space’. From this point of view, the German doctrine has deduced what has been called as a ‘European legal space’ which would have its counterpart in a new paradigm of a deterritorialized, non-state, multilevel and cooperative Administration. In this paper faces this topic from two levels: 1st) With the identification of the "constitutional" principles that govern the cooperative action of the European Administrative Space's Administration; and 2nd) Due to the heterogeneity that characterizes the European law, an inductive construction will allow us the examination of the forms of administrative action in different sectors, in order to identify legal criteria which characterizes the common cooperative action.
