Summary/Abstract: Crisis management has been a largely overlooked territory in human resource development (HRD) despite the increasingly recognized impact of organizational crises on the individual and organizational performance. This paper explores the strategic role of HRD in the context of organiza¬tional crisis management using a strategic HRD model as a guid¬ing framework to understand the various ways in which HRD can build crisis management capability in organizations. As organiza¬tions become more technologically complex and global and operate in more turbulent environments, the need to align crisis management planning with busi¬ness strategy becomes prominent which remains true in Albania. Crisis management requires the development of firm-specific capabilities and learning and performance interventions that enable stakeholders to iden¬tify, respond to, and recover from crisis events. Successful implementation of crisis management plans requires high-level strategic integration between HRD, organizational structure, culture, and strategy. Drawing on systems theory to model the relationships in complex organizations, were developed a framework of interrelating factors that influence crisis events in organizations: technology, organizational structure, human factors, organizational culture, and top management psychology, which in this paper are screened through emergence and nature of Human Resource Development in the context of Albania. A breakdown of any of these factors is often triggered by or will trigger a crisis. The Crisis Management Model presented in this paper represents a comprehensible approach to understand and manage crises and is focused on increasing organizational learning and using that knowledge to restructure the crisis system. This model is further analyzed in view of Albanian human resource development and crisis management efforts, to conclude with its translation in the Albanian economic, socio-cultural and political perspectives. In the crisis environment in Albania and elsewhere, it is paramount that organizations build a knowledge base of crises and capabilities of coping with it, which creates specific opportunities for HRD to advance their role in supporting organizational crisis management efforts. This study and its conclusions support the Albanian HRD professionals to identify, design, and implement some of the interventions in the areas of training, career development and organization development, needed to prepare organizations for handling crisis situations.
