Summary/Abstract: The article reviews social and economic development of Blagoevgrad District on which grounds marked is the main guidance for development and amendment of the external (public) environment in the future. Determined is the course of development of the regional system and analyzed is the course of its functional inertia. The study’s main purpose is Outlining the contours of social and economic environment where the respective structural element will be forced to function (natural person, entity – profit or non-profit organization of business) of the regional system (Blagoevgrad District). Used are cybernetic research approach, systematic and correlation analysis. Sources of empirical and statistical information are “Blagoevgrad District Administration”, “National Statistical Institute” and Information System for Management and Monitoring of the Structural Instruments of the European Union in Bulgaria.
