Summary/Abstract: This article discusses the logic of development of art festivals in Europe and in Bulgaria during the XX-th century, as well as their transformation into a part of cultural and creative industries in the last 2-3 decades. Cuture policies to the art festivals have traditionally followed the pursuit of international representativeness and development of cultural tourism. Today, however, should be reconsidered also their role for the local cultural identity, their importance for the social cohesion, their contribution for increasing knowledge and creativity among their participants and spectators.
