CAN INTELLECTUAL PROPERTY BE EFFECTIVELY USED ON A LOCAL LEVEL? A LOOK AT EASTERN THRACE, BULGARIA

Summary/Abstract: The paper justifies the opinion of the author that the municipalities in Eastern Thrace could use efficiently the resources of intellectual property in order to increase the well-being of their residents. The author explores the geographical, historical and other features of the region of "Eastern Thrace" and the characteristics of decentralized management, according to the dominant world and European science and on the basis of European Community Law. Particular attention is paid to the intellectual property that has the potential to be developed by municipalities. Along with theoretical review, the text exposes the author's views of real local policies related to the exploitation of intellectual property locally.
