Summary/Abstract: The article is based on the documents of the Archives of Foreign Policy of the Russian Federation. Part of them are used in a scientific publication for the first time. The article is dedicated to the problems related to the relationships of Soviet Russia, which was founded on the wreckage of the Russian Empire and placed itself out of the international relations system, with the great powers of the West in the last year of World War I. The author traces the influence of the domestic policy development of Soviet Russia on the formation of its foreign policy; focuses especially on the “Russian issue”, on the reaction of the outside world to the events in Soviet Russia, on the issues related to the intervention. The attempt of the Bolshevik’s leaders to combine the revolutionary ideology with the necessity to normalize the relations with foreign countries is analyzed; the search for possibilities by the Soviet leaders for geopolitical establishment of Soviet Russia is investigated.
