Summary/Abstract: This paper examines the conception of the formation of innovation infrastructure in the field of services in the region. It discusses the conditions of state regulation of the economy, i.e. economy in transition, in mutual conjunction with human capital, with a business based on the use of leasing, marketing, economic methods and models of deployment, optimization, factor analysis and forecasting of socio-economic processes on the meso-level, and recreational-landschaft potential.
