Summary/Abstract: This article places public libraries in the United States in the context of change, some of which is mandated by their stakeholders, and the need to remain relevant to the communities they serve. A set of critical issues are identified; among these are a focus on value as judged by members of the community, outcomes assessment, user satisfaction, and views of service quality. Public libraries will continue to change and develop new services that address a diverse set of community needs and changes in information-seeking behavior.
