Summary/Abstract: The article examines the reform agenda in Macedonia in October 1903 in the gendarmerie, judiciary and tax systems. Implementation of reforms is followed by reports of Romanian consuls Lazar Duma and Dimitrie Gika to the Ambassador in Constantinople and the Minister of Foreign Affairs in Bucharest.
