Summary/Abstract: Romania is unfortunately a country where violence against minors, children trafficking or child pornography are reaching alarming levels. Statistically speaking, there are about 13 counties in our country which are real „nurseries” for human traffickers. They use the already famous method called „lover boy” to choose their child victims among the poor or among the abandoned juveniles who are first lured into love affairs and later crossed the border illegally in other European countries where they are forced into prostitution. Among other serious cases concerning minors in Romania is school dropout, particularly emphasized in rural areas, which is many times triggered by parents or grandparents, or severe school violence displayed between students or in the students-teacher relationship. All these situations could be easily monitored and dealt with by an ombudsman for children, an institution which should operate autonomously from the Ombudsman institution and which should focus its activities solely on social issues having a decisive impact on the development of physical and mental development of minors. Our study aims to focus on practical situations, which urge the need for such a new structure, but also on examples of children Ombudsman activities in other countries of the world.
