Problems of Regional Budget Formation and Iner-Budgetory Interactions in the Repablic of Belarus

Summary/Abstract: In the last decade the role of the territorial budget of the Republic of Belarus has increased and its sphere has expanded. Half of the national budget has been channeled through regional budgets. Local budgets have become the main and in some cases even the only sources of financing regional socio-economic programs. The application of a new approach to regional budget formation starte din 1996-2000 in the framework of the regulations worked out by the Ministry of Finances and gave favorable results. The paper analyses the main stages of the concept implementation activities and the results achieved as well as some causes for the local budget instability.
