Summary/Abstract: At the beginning of XIX-even Bulgarians as other Balkan nations began their national awakening. Bulgarian national consciousness began to assert themselves as a result of the policy that Russia pursued in support of the Slavic peoples in the Balkans. Extension and expansion of Russian influence made to the Bulgarian people interest in Bulgarian language and culture, which until this period had come under pressure from the Greek Patriarchy assimilative Istanbul. The recognition of the autonomy of the Bulgarian Principality from the Berlin Congress in 1878 created the political conditions, social and economic win-win for the Bulgarian population in the Balkans. These circumstances created fertile ground for the growth of the Bulgarian nationalist propaganda and desire, to be detached from the Ottoman Empire. To realize this aspiration used two main weapons: education and religion. In this context, the "Macedonia" opened a considerable number of Bulgarian schools, which began work on the preparation of an ideological platform and indoctrination of the local population with separatist desires. Starting from 1886, Bulgaria launched an active policy for the annexation of Macedonia. This campaign it began with the opening of a large number of schools, in which the first Bulgarian teachers will prepare the ideological ground, being indoctrinated with the idea of uniting the population. To prevent this danger, the Ottoman government took action by creating a special office that would deal with the inspection of the Bulgarian schools, including curricula, textbooks, documentation of every teacher, who should be provided with a certificate Exarch and relevant by the Ottoman authorities.
