Summary/Abstract: Based on the experiences of sectoral management experienced currentely in Québec, this article describes the evolution and redefinition of the role of structures and how this evolution favors the emergence of new ways of public action. The analysis highlights a diversification of uses as well as the implementation of new modes of public administration. In addition to more decentralized management, the involvement of the RCMs allows the implementation of management projects. The analysis suggests that reconciling the demands of forest management with the socio-economic reality of the regions is not always easy and that there are still many obstacles to the establishment and maintenance of innovative forest management practices. These obstacles include the cumbersome nature of the normative framework, the lack of support given to the RCMs by the government, the lack of human and material resources and the low level of interest demonstrated by the populations.
