Summary/Abstract: The legal framework of the policy of Roma settlement in the Russian Empire in general, and in particular those of Bessarabia in the nineteenth century, allows us to partially decrypt the social and legal situation and the evolution of this community. The creation of two villages in southern Bessarabia is a success of this legal framework in its form rather than in its substance and reflects the deficiencies of an inadequate policy.
