Summary/Abstract: The biggest challenge facing Poland today is improvement of the functioning of public institutions. Without an efficient public sector the necessary measures to develop human capital, or to improve the infrastructure, or to create favorable conditions for business operations to make them successful in global competition cannot be achieved. In the conditions of the world's growing economy founded on professionalism and knowledge, the quality of public management in Poland becomes crucial for development of the state, region, county and community. Meanwhile, as the authors of the report "Poland 2030. Development Challenges" have noted: "Polish public utility institutions, especially administration, are stagnant, uncreative and ossified. There are no mechanisms to stimulate employees to increase efficiency and to seek solutions for individual task accounting. The dilemma facing the Polish administration, is either to sink deeper in the growing bureaucratic inertia, occasionally mitigated by spontaneous corrective actions, or make a diagnosis of the system aimed at the radical reform of its functioning".The aim of the paper is to present Management by objectives as a systemic management method whose implementation may launch the mechanism of improvement and development of public organisation performance, resulting in the increase in efficiency and effectiveness of its operations.The article presents and attempts to justify the following thesis: Public management quality, essentially, depends on skilful introduction of solutions from the private sector to the sector of public finance, and the solutions of the theory and practice of corporate management.The analyses provided in the article are reviews and based on the existing subject literature.
