Summary/Abstract: The author studied the formation of the Permanent International Committee for Relief to the Wounded Armies (PICRWA) and the activity during 1863. The accent was put on the documents argumentation of presented facts and conclusions concerning the institution’s work. An enlarged analysis of the relations contributions of the Committee’s members was a subject of another report at the congress. Important result of Committee’s intensive steps was the International forum, convened in Geneva the same year, to discuss „the insufficiency of the sanitary service during the time of war and the means of care.“ In the resolutions was given support for foundation of national societies of the Red Cross, for sending volunteers – sanitarians; introducing specific distinguished sign. There was appeal to Governments to declare neutrality principle in connection with the sanitary care on the battlefield. These successes prepared favorable perquisites to convene the International Diplomatic conference in October 1864 in Geneva and voting the First Geneva convention. The research was based on a large number of Sources, incl. archive documents.
