Summary/Abstract: The article of research are theoretical and practical questions of decentralization of state levers and mechanisms ofadjusting of socio-economic development. A research aim is determination of conceptual principles of budgetarydecentralization, determination of basic tasks and risks of her practical realization.Totality of scientific methods and approaches is in-process applied, including system, analytical, comparative, factormethods, that gave an opportunity to provide conceptual unity of research.The article deals with the basic conceptual framework for the decentralization of State regulation of the socio-economicdevelopment. Analyzed the problem of the evolution of approaches to public administration decentralization in the context ofthe best European practices. The main problems, threats, opportunities and benefits of decentralization of State regulation ofsocìal′no-economic development in Ukraine.The brought results over can be used scientific and practical spheres of the budgetary-tax adjusting and state administration.Decentralization of government control of socio-economic development envisages fundamental alteration of mechanismof government, embracing staples: fiscal, financial, social politicians. In addition, with the aim of grant to local authorities ofsufficient resources and plenary powers, it is necessary to define the new legal terms of activity of local authorities. A mainconceptual base for decentralization of government control of socio-economic development is not only allocation ofresources and plenary powers but also to responsibility for development of regions between state and local power.
