Summary/Abstract: The arrival of the „PayPal“ company to Serbia has been announced since 2009. Internet entrepreneurs expect that after the arrival of the company their international business would facilitate as they will finally be able to simply and quickly reimburse their products and services on foreign markets as well. After five years no conditions have been met for the „PayPal“ business to arrive to Serbia, and the entrepreneurs are still urging both institutions and decision-makers. This papers traces the organizing manner of the entrepreneurs, the reactions of the institutions, as well as the public officials’ statements about the „PayPal“ company. Thereby, the construction process of a social problem is being observed, and a hypothesis about various interest groups who seek to transform an economical into a social problem alongside its possible consequences is introduced.
