Summary/Abstract: One of the remarkable events of the Russian history was the introduction of zemstvo establishments according to the reform of the1864th. The study of their functioning experience is still topical nowadays because it allows development of the modern bodies oflocal government. Zemstvo establishments were introduced in Vologda province in 1870. The efficiency of the province developmentmostly depended on the persons elected from all estates into zemstvo councils and assemblies. Despite a number of studies in thatarea, the social structure of zemstvo is under-explored; therefore, it is very important to analyze representation structure of everyestate. The present research helped to realize the fact that the social structure of Vologda zemstvo was rather dynamic during thewhole period of its existence. It also revealed the dominance of definite social categories in every type of zemstvo establishments –legislative (province and district assemblies) and executive (province and district councils). The comparative analysis of legislativedocuments on zemstvo reforms – statures of provinces and district zemstvo establishments of the 1864th and the 1890th – was made.The use of these documents in our research helped to identify the main reasons for changes in the zemstvo social structure. The articleis based on a great number of the unpublished archives and documentary data.
