Summary/Abstract: According to the evaluations and conceptualization included in the Instruction Treaty of the European Constitution (which is under ratification), the current social policies of the Union focus particularly on the taking up of jobs, the shaping of a new European social model, in which the economic social and territorial cohesion is made through a systematical integration over a historic period of time. The success of European social policies are dependent on the reorganization rhythm of the economical life based on growth, on the promotion of the technology of information, capable to incorporate, in a large amount, the working class part of the population, and the degree in which the professional quality of the European workers confirms a high creative, innovative and adaptive potential. The objectives of the social policies, the harmonious development of the Union, stipulated in the Constitutional Treaty, will remain only meaningless statements if the strategic objectives of the other communitarian policies are not equally achieved
