Transition Policy and Development Strategy - What Lessons Serbia can Learn From the Experience of Other Transition Economies

Summary/Abstract: Very important causes of the enormous economic contraction in transition countries have been ignorance of development policy, exaggeration of the significance of transition as such, and a confusion of transition with liberalization and privatization. Transition policy aims to enhance the ability of the economy to grow by changing the economic and political system, while development strategy aims to use the advantages provided by the existing system, whatever its limitations, so as to improve the standard of living and the quality of life in society. The system itself should not serve as a substitute for good policy. Only an appropriate combination of initiatives in these two policy areas – development and systemic change – can solve the two problems of transition and growth. These two problems require appropriate economic policy approaches, which have to be connected inside consistent strategy. The lack of sound reform and adjustement, together with wrong policies, led to severe, long-lasting recession.
