Summary/Abstract: Much attention is given to the analysis of the degree of intelligentsia in-volvement in the institutions of political authority. The author states that there is no discussion of the fact of intelligentsia large involvement in authority; whereas she points out that the requirement of knowledge and professionalism of intelligentsia is increased during the periods of change of society’s development. The analysis is finalized with the conclusion that the presence of intelligentsia in authority struc-tures should be larger resulting in the increased professionalism of state authority.
