Summary/Abstract: This paper analyses the geopolitical situation in the new eastern border of the European Union. Justifies the analysis of concepts and management of cross-border cooperation (CBC), modelling and monitoring system. Study the function of CBC and its development, relationship communication barriers. Results of the analysis based on the assumption that cross-border cooperation is avant-garde form of relations between East and West Europe.
