Summary/Abstract: The article is devoted to the history of relationship between S. Yu. Vitte and the head of State control T. I. Filippov. Their relations have been regarded through the circumstances of implementation of the reformatory policy of minister of finance and the position of the Control service in this issue. New historical records have been introduced.
