Summary/Abstract: The border challenge in south-eastern Europe, and particularly in the Agency’s field of operations in Serbia & Montenegro and FYR Macedonia, is anything but met. There are still delays and confusion at borders. There remains little physical or human capacity to deal with the increased volume of private and commercial traffic. Customs services and animal/plant checks remain insufficient. Most alarmingly, borders are still porous to the workings of criminal elements involved in the illegally trafficking of people and materials. And yet human and commercial traffic increases, and should be made easier. The EU will remain at the centre of the effort to stem the bad traffic and to facilitate the positive and legitimate traffic of people and goods.
