The Problem of Union’s Democratic Legitimacy after the Failure of the "European Constitution"

Summary/Abstract: Taking into consideration that the EU political system is passing through a period of crisis, not only due to the negative results of the French and Duch referendums in 2005, that caused the failure of the constitutional treaty of Rome, but also, due to the so-called problem of “democratic deficit”, one can assert that EU is now confronting with a serious structural type of crisis. This type of EU crisis can progressively augment if counterweight measures are not founded in a reasonable time. The expansion of the EU to over 25 states will not be the guarantee that EU is regaining its democratic legitimacy in the eyes of its citizens. Nor the augmentation of the EU institutional efficiency will not provide the vital democratic type of mechanisms able to stop this structural crisis.
