Summary/Abstract: The change in the educational system has many reasons and origins and only a part of these are based on identifying some clear and important needs and on the development of good ideas and programmes. The change is not a purpose, but a way of adapting to the external environment and of improving the performances. The innovation represents the key or the mechanism of the institutional school development; the latter is the purpose, and the former is the way of attaining this purpose. Not all innovations lead to school development, only those having benefical and durable effects are useful for carrying out this desideratum. The complexity of the school organization is generated, among other things, by the instrumentally-strategical dimension, the ensemble composed of factors like the physical environment, the material conditions, the strategies and action methods, the communication methods, the management. The institutional development means all the changes in schools as institutions which increase their capacity and performance for continuous improvements
