The Creation of Actors and Socio-Economic Development

Summary/Abstract: The paper explains the conceptual grounds and the practical experience of the author as top-governmental officer in creating the institutional mechanism for preparation of the Polish National plan for development in the EU-integration process. The key feature of this unique mechanism is its capability to engender public partnership by the civil society for launching social policies in the country. It solves two of the crucial problems of every post-communist society - simultaneously neutralizes the submission of these policies to corporativist interests and provides continuity in their implementation beyond the radical turn over of political power deriving from the outcomes of the elections.
