Summary/Abstract: the three perspectives Russel has in mind regarding the general and global future of mankind until the end of 20th century are that (a) either mankind doesn't exist any more, or (b) a small rest of human beings continues to exist after having survived a catastrophic period, but has fallen back into a barbaric way of life, or (c) the wrold is unified and ruled by one single global government having the monopole for the most important military weapons.
