Summary/Abstract: The text analyzes the posibbilities to determin and realize the foreign and security policy priorities of Bosnia and Herzegovina independently of the internal political structure of the country, that often transforms the state into an antistate. The author highlights importance of positioning the Presidency of Bosnia and Herzegovina outside the internal political structures that prevent fulfillement of reforms on the way to fullfledged NATO membership, as well as any progress in foreign policy which is within the competence of the tripartit Presidency, and what are the key priorities for Bosnia and Herzegovina (BiH) in foreign and security policy (FASP)? Can a country without any internal cohesion have such a policy at all? For, that requires that priorities be defined. And in BiH, these priorities result only from a general notion of sovereignty, drawn from the fact that, as a UN member state, the force of international inertia demands that countries have a foreign and security policy of some kind. Have we disconnected from an interpretation of FASP as a static element, or has the shape of our internal social and political model led us to understand FASP as an unused instrument?
