Summary/Abstract: Building of Albanian state by the decision of Assambly of Vlora, on November 28th, 1912, gave Albanians an opportunity to have, for the first time, their Ministry of Education. The duty of this Ministry, among others, was hindered by the fact that in Albania the rapport of national schools with foreign ones was in favour of those foreign (Turkish, Greek, Slav, and Latin). In this context Greek schools occupied a high percentage. Their numbers in whole Albanian ethnic space achieved number 264 and were expanding not only in the minority zone, but wherever there was a church of Eastern rite. The Minister of Education in the Government of Vlora considered schools and programmes in foreign languages as centres of national disruptions thus he closed those schools that operated outside of the space where Greek minority was living. Albanian state during the first half of the XXth century went through different vicissitudes, but in the period of King Zogu, the country recognized a stability that was reflected also in the development of education. During this period education of minorities was in accordance with international conventions.
